Ohio has one of the strongest public records laws in the country. Ohio Revised Code Section 149.43 says that records kept by any public office are open to all. That means state, county, city, village, township, and school district records. You do not need to give your name. You do not need to say why you want the records. The office must hand them over fast during normal business hours.

There are some limits. Medical records, adoption files, DNA data, and certain law enforcement files are not public. But the vast bulk of government records are open. If an office turns you down, they must cite the specific law that lets them hold back. You can take the matter to court if you think the denial is wrong. For video records, agencies can charge up to $75 per hour with a $750 cap.
